Founder & Principal, Northbound Strategy

Marty Carpenter

For more than a decade, Marty Carpenter has been at the center of Utah's most impactful movements. From politics to public policy to business advocacy, Carpenter is an experienced and innovative communicator with a proven track record of crafting the right message, delivering it strategically and influencing targeted audiences.

Working with businesses of all sizes and industries, advocacy groups, coalitions, government entities and political campaigns, Carpenter has established himself as the leader in strategic communication in Utah.

Before founding Northbound Strategy, Carpenter has played key leadership roles in three gubernatorial elections and has served as director of communication for Utah Governor Gary R. Herbert. As a senior advisor to the governor, he crafted communication strategy and served as the administration’s primary spokesman. He coordinated the governor’s message across more than two dozen state agencies and was responsible for speech writing, crisis communication planning, official declarations and social media. During his tenure, Governor Herbert had the highest approval rating of any governor is his or her respective state and served as chair of the National Governors Association.

Prior to joining the Herbert administration, Carpenter served as executive vice president of communication at the Salt Lake Chamber, Utah’s leading business association with roots pre-dating statehood. He also served as the primary spokesman and communication lead for Governor Herbert’s successful 2012 campaign, winning all 29 Utah counties en route to a 39-point victory.

After graduating cum laude from Weber State University with a bachelor’s degree in communication and electronic media, Carpenter worked for several years as a television sports reporter in Kansas and Oklahoma.

Wesley G. Smith

Wesley Smith is a strategist and public affairs leader who helps organizations shape policy, drive thought leadership, and communicate with influence. As the founder of Northbound Strategy, he leads a firm that delivers outsourced communications with impact—working with executives, mission-driven organizations, and disruptors to turn ideas into influence and values into visibility.

With over 20 years of experience at the intersection of policy, strategy, and communications, Wesley has built a reputation for helping organizations lead from the front. He advises clients on how to build credibility with decision-makers, shape public narratives, and elevate their voices in competitive and regulated environments. His approach emphasizes not only message clarity, but also the power of coalition building—aligning cross-sector partners around shared goals to accelerate change and amplify reach.

Before founding Northbound Strategy, Wesley served as Senior Vice President of Policy and Public Affairs at Western Governors University, where he led an external strategy portfolio spanning government relations, communications, policy, and community engagement. He positioned WGU as a national thought leader in higher education innovation—creating partnerships with The White House, Fortune 100 companies, and governors to advance student success, digital equity, and workforce alignment.

Earlier, Wesley served as Director of State and Federal Relations and Policy Director for Utah Governor Gary R. Herbert, representing the state in Washington, D.C., and helping shape national priorities through the National Governors Association. He also served as Executive Vice President and General Counsel of the Salt Lake Chamber, where he built the state’s most influential business advocacy platform and aligned communications, policy, and coalition-building to achieve lasting impact.

Wesley’s experience also includes federal appointments at the U.S. Environmental Protection Agency and The White House. He holds a J.D. from The George Washington University Law School and a B.A. from Brigham Young University.

Wesley brings strategic clarity to complex challenges. At Northbound, he helps clients turn vision into voice—crafting thought leadership strategies, building coalitions, and guiding communications that position them to lead conversations, shape outcomes, and build trust where it matters most.

Operations Director, Northbound Strategy

Rachel Martel

Rachel Martel is an operations strategist who helps organizations streamline processes, manage projects effectively, and develop sustainable operational frameworks. At Northbound Strategy, she serves as Director of Operations, orchestrating internal systems that empower clients to transform from vendors to recognized thought leaders in their industries.

With experience spanning project management, program administration, and customer service leadership, Martel brings a process-oriented approach to organizational challenges. She specializes in implementing effective communication systems, coordinating cross-functional teams, and creating scalable operational solutions that allow organizations to focus on their core objectives.

Before joining Northbound Strategy, Martel held several progressive positions at Western Governors University (WGU). Starting as an Executive Assistant, she advanced to become a Project Manager, where she applied her expertise in educational operations. During her time at WGU, she led multiple teams and played a key role in organizing and executing numerous commencement ceremonies. This provided her with comprehensive insight into organizational dynamics across multiple levels of the institution.

Beyond her professional expertise, Rachel is deeply committed to service and has participated in numerous humanitarian trips to regions in need, contributing to community development and educational initiatives in various parts of the world.

A graduate of Gonzaga University, Martel holds a Master of Arts degree in Organizational Leadership. She completed her undergraduate studies at Brigham Young University-Idaho, earning a Bachelor of Arts in Recreation Leadership.

Senior Producer, Northbound Strategy

Shalise Obray

Shalise Obray specializes in developing impactful messaging and managing cross-functional teams to deliver compelling content. With a background in communication strategy, government relations, and stakeholder engagement, she excels at fostering meaningful connections and amplifying organizational missions.

At Northbound Strategy, Obray leads end-to-end production processes for communications and video content, serving as the central point of contact between stakeholders, team members, and clients. Her expertise in project management ensures the timely delivery of high-quality product across multiple concurrent initiatives.

Obray also serves as Communications Director for The Presidents Forum, where she leads comprehensive thought leadership campaigns. Her role encompasses strategic communication planning, member updates, and coordination with institutional communications staff to ensure that The Presidents Forum maintains a consistent, authoritative voice in higher education conversations.

Obray holds a B.A. in Political Science from Brigham Young University, where she focused on American Political Philosophy and completed a Spanish minor through study abroad programs in Mexico and Spain. Her diverse professional background includes experience in education and community leadership.

With her deep understanding of effective communication channels, Obray helps clients enhance their brand awareness, engage target audiences, and build lasting relationships that advance their strategic objectives.

Associate Producer and Social Media Strategist, Northbound Strategy

London Kelley

London Kelley is a strategic communicator with a passion for public policy, digital media, and storytelling that drives impact. With a B.S. in Strategic Communication and Political Science from the University of Utah, she brings a sharp analytical lens and creative execution to every project.

Her experience spans social media strategy, public relations, and issue-focused communication across nonprofit, corporate, and advocacy spaces. Known for her clear messaging and collaborative approach, Kelley helps mission-driven teams connect with the audiences that matter most.

At Northbound Strategy, she supports clients with content development, message strategy, and communications that align with both values and results.

Policy Director, Northbound Strategy

Cameron Mortensen

Cameron Mortensen is a policy strategist who helps organizations navigate complex regulatory environments, understand political implications, and develop effective advocacy strategies. At Northbound Strategy, he leads policy initiatives that empower clients to engage with decision-makers and shape outcomes in their industries.

With experience spanning state fiscal policy, legislative analysis, and strategic communications, Mortensen brings a data-driven approach to public affairs challenges. He specializes in translating policy complexities into actionable insights, helping organizations anticipate regulatory shifts and position themselves advantageously.

Before joining Northbound Strategy, Mortensen served as a Fiscal Analyst at the Arizona Joint Legislative Budget Committee, where he provided non-partisan analysis on state appropriations and policy proposals. His work directly informed legislative decision-making across multiple sectors, with his portfolio spanning state universities, community colleges, the department of housing, and regulatory and compliance boards.

Mortensen's experience also includes roles in Utah political campaigns and strategic political communications. He has worked at the federal, state, and local levels.

A graduate of the Maxwell School at Syracuse University, Mortensen holds a Master of Public Administration degree with emphasis on state and local finance. He completed his undergraduate studies at Utah State University, earning a BS in Law and Constitutional Studies.

Producer, Northbound Strategy

Stacey Tyler

Stacey Tyler is a seasoned producer, storyteller, writer, and educator with over 20 years of experience in digital media and communications. At Northbound Strategy, Tyler leads the content production efforts for the Utah Hospital Association, developing video and digital stories that communicate the value of Utah’s hospital systems and highlight the critical role they play the state’s health and economy.

Tyler’s background spans television news, producing, social media strategy, and higher education. Her career began in broadcast journalism. Over the years, she has produced work for Weber State University, non-profit organizations, Amazon Prime, including an episode of *The College Tour* for Weber State University, and is the co-creator of *Windows of Change*, an award-winning documentary filmed in Mozambique about the power of service.

She holds a master’s degree in professional communication and has spent over 15 years teaching university-level courses including news writing, newscast production, and media literacy. Stacey has a deeply-held belief in the power of stories to inform, unite, and inspire.

Multimedia Specialist, Northbound Strategy

Chase Cheney

Chase Cheney is a seasoned video production professional with over 20 years of experience spanning film, broadcast news, higher education, and corporate media. Chase currently serves as the Video Producer where he shoots and edits high-quality multimedia content that aligns with Northbound’s vision and messaging. His role encompasses the full spectrum of production—pre-production planning, on-set direction, and post-production editing, animation, and color correction. He also developed and maintains an efficient Digital Asset Management system.

Chase has had a video camera in his hands since he was 13 years old. He began his career in broadcast, working at the WGU Studio, Fox 13, and ABC 4, as a videographer, floor director, and editor, supporting live news broadcasts and managing studio operations. His creative versatility expanded through freelance work, producing weddings, interviews, dance performances, and promotional videos, while converting legacy formats into digital assets for long-term preservation.

With a Bachelor’s Degree in Film and Media Arts from the University of Utah, Chase combines creative vision with technical expertise in Adobe Creative Cloud, camera operation, NAS systems, Microsoft Office, and various streaming platforms. He has also worked as an Audio/Video Technician for Intermountain Healthcare and a Communications Specialist at Brigham Young University – Idaho, contributing to training videos and classroom media production. A collaborative leader and visual storyteller, Chase is driven by a passion for creating engaging content that informs, inspires, and connects.

Multimedia Specialist, Northbound Strategy

Desmond Butler

Since long before he could even read, Desmond has had an affinity for camera work. As a multimedia specialist, he helps organizations leverage visual storytelling to enhance their brand presence and communicate complex messages effectively. At Northbound Strategy, he orchestrates video production and multimedia projects that transform client visions into compelling visual narratives.

With expertise spanning video editing, motion graphic design, and production management, Butler brings a technical and creative approach to communication challenges. He guided the vision for the design and construction of Northbound Strategy's new studio, creating a space that has dramatically streamlined production processes and enhanced content quality for clients across multiple platforms.

As an award-winning photographer, Butler brings his keen eye for composition and technical precision to every client project. Beyond his in-studio work, Butler runs a respected YouTube channel dedicated to testing and evaluating photography equipment. When not behind the camera professionally, he can be found pursuing adventure photography high in the Cascade and Rocky mountains.
